Stormwater runoff is generated when precipitation from rain and snowmelt flows over land and impervious surfaces and does not percolate into the ground. It accumulates debris, chemicals, sediment and other pollutants that could adversely affect water quality if the runoff is discharged untreated. Current regulations apply to construction projects that disturb greater than one acre of land and the eleven industrial catetgories listed in the regulations.
